Louie is the son of Tuna Iquliq and Sara Arnautaq. He was Adopted by Yvonne Kanayuq Arnakyuinak and Paul Arnakyuinak, who are also carvers in Baker Lake.

Learning to hunt at an early age, Louis learned about the wildlife of the tundra and the traditional ways of life for the Inuit people and was encouraged from a young age to sculpt. Many children help in the sculpting process by doing the finishing of the elders' pieces by sanding and polishing. As he grew up, he was encouraged to take on the role as a sculptor in his own right, especially from his brother, Johnny Iqulik and sister, Camilla.
